Legislative Amendment to Adopt Sectoral Strategies

The deputies debated in the first to the second readings and adopted the addendum proposed by the executive body to the Law on Structure and Activities of the Government at the extraordinary sitting of the National Assembly convened on June 9.

“The process of developing and adopting strategies envisaged by legal acts is defined in a non-uniform way, as there are no special legal regulations on the adoption of already developed strategic acts. Taking into account the fact that in practice, when adopting strategies, problems arise related to the authorizing norms, in order to avoid sectoral solutions in such conditions, as well as due to the need for general regulation, a draft has been elaborated, which proposes to establish one united order,” the Deputy Minister of Justice Yeranuhi Tumanyants emphasized.

The initiative stipulates that the Government may adopt sectoral strategies and action plans to implement them when developing domestic and foreign policies of the state based on its program.

The rapporteur stated that the adoption of the draft will ensure legal certainty and the existence of a relevant authorizing norm.

The Deputy Chair of the Committee Vahagn Hovakimyan presented the endorsement of the NA Standing (Head) Committee on State and Legal Affairs.

The deputies adopted the legislative initiatives debated in the first reading by voting.

The parliament debated in the second reading the bills authored by the Government on Making Amendments and Addenda to the Law on Confiscation of Property of Illegal Origin, on Making Amendments and Addenda to the Law on Aviation, on Enactment of the Criminal Code of the Republic of Armenia, on Amending the Law on Penitentiary Service, the package of bills on Making Amendments and Addenda to the Constitutional Law on Judicial Code of the Republic of Armenia and the related ones.
